Photoshop is NOT multi-threaded, so more cores or dual CPUs will be a waste of money.

Get MAX Ghz cpu, big onboard cache, 64bit machine and large highspeed memory.

Opening and Saving your work will be dependent upon the speed of your HD.
 
On a PC budget of $500-$700 All components in a PC case. For Photography using Lightroom and Photoshop, and video 1080 P. Which processor would perform better AMD or Intel?
Any help would be greatly appreciated thank you :)
