Wow64.dll error message

I am getting an error message that "C:\Windows\System32\wow64.dll is either not designed to run on Windows 7 or it contains an error. Try installing the program again.....

I can't start any programs except Windows Explorer and the control panel, as well as some games.

Can't start any antivirus scans.

Did the Farbar scans, posted on the Virus forum, and Broni does not see anything malicious.

Any suggestions? Only thing I know that was added today was an update to AVG free.

UPDATE-
I went to the command prompt in safe mode and ran sfc /scannow-received the following message-"There is a system repair pending which requires reboot to complete. Restart Windows and run sfc again." However, restarts have no effect on the problem.

Try a System Restore to an earlier date before the problem started

Tried that to a system date over 60 days ago. Message came back that the restore was unsuccessful, as "an unspecified error ocurred."
