Accessing restore partition trouble

I have an hp laptop that runs vista. I cannot get into windows due to an error, but dont worry about that since I simply plan to just do a reformat anyway. I do not have a restore cd, and am trying to access the restore partition. But again, windows is running into an error and will not boot up completely.

To restore your system back to factory defaults, you should be able to access the system recovery menu from outside of Windows.

When your computer first turns on and you see the HP logo, tap the F11 key repeatedly just a second or two before it disappears. It should boot you into the system restoration feature.
