Seems my earlier info was outdated, as of last year, Aliexpress allows business owners from just five other countries: Russia, Italy, Spain, Turkey, and France. However, it apparently does not allow customers in mainland China to buy from the site, so the statement that this is an open platform to allow foreign sellers to enter the Chinese market is still incorrect:
