Something like a Core 2 Quad Q6600 for the CPU would do nicely - they’re very common on the second market, cheap, and reliable. They’re also very easy to overclock.
The PCI Express slot for graphics cards, on the motherboard, is only version 1.0a so that may cause some compatibility issues with newer cards, but given that the CPU is going to be fairly slow (by modern standards), there’s no point in getting something very new and powerful - it’ll be held back by the CPU and PCI Express interface.
