Can you OC OEM versions of the new Quads?

I was looking on Tiger and saw a review where a guy said he couldn't OC the new Q9300 because it was an OEM version. Is this true? OEM means you can only install on one machine right? So how much more would the retail version cost? I mean why get the new Quad if you can't OC? How long will we have to wait now for the Q9450? And when it does come out, if it is OEM, will I be able to OC it?
 
That guy is obviously a noob. When a cpu is OEM that usually means it was bought it big bulk. It is no different than the cpus that come all packaged up pretty with the crappy stock coolers. Newegg is selling the Q6600 OEM for around 230 right now and peeps are saying they are getting the G0 stepping. Just a heads up.
