Cannot run my operating system because it states to boot from disk which I do not have

I recently purchased a PC. An AMD 64 x2 Athlon. Upon loading up Windows I received a Black Screen stating "Reboot and select proper boot device or insert boot media in selected boot device and press a key" So first of all. Is there no way I can download windows 10 or some other operating system that can over run this configuration?? Someone please help me. [email address removed] contact me or just reply. Im not sure how this forum works.

It is very likely that you could change the 'boot order' - selecting active devices in the system.

My guess is that the last user booted from a CD or USB and just left it that way.

Hopefully, you will find a bootable HD or SSD.

What operating system is it supposed to have? Did the seller provide that with the system? Do you need to acquire bootable media (like a CD with Linux on it)?
