Can't connect to wired network

I plug in my network cable and am able to access the internet through my local network. I'm unable to see anything on the network. My access rights are fine, as I can log in on any other computer and have complete access. The wiring is fine, as I can connect with another computer plugged into the same wiring/switch.
Dell laptop w/win10 pro.

Sounds like you are on a "public" network vs a "home" or "work" network in win10. check out this link: https://www.tenforums.com/tutorials/6815-set-network-location-private-public-windows-10-a.html scroll down to step #8 for the win10 steps on changing the network type. Hope this helps, take care!!
