Can't post a picture

I was trying to attach the picture below in the Software Apps section
but this isn't the first time it happened. The first time it happened I had to attach the picture first & then explain.

Clarification. When I've tried uploading a screenshot/Capture, The above error occurs which is happening again in this thread https://www.techspot.com/community/topics/is-my-cd-dvd-blank.196980/ Any idea why I can't post the picture/Capture?

Ok, I've noticed , to the best of my knowledge, this problem only happens on my Vista Home Premium, NOT my W7. The picture posted in post # 14 here https://www.techspot.com/community/topics/superantispyware-question.197072/
had to be saved to a flashdrive & uploaded using my W7. Why ???
