CPU fan not spinning

"the cpu fan does not spin"
The usual answer is that it isn't plugged in properly - which could be the CPU FAN connection or the main power connector or the secondary CPU power connection. Review your motherboard manual for these and examine them on your motherboard. I find that I need strong light and a bit of magnification to be sure. When making the main power connection, I sometimes have to support the motherboard from underneath - I use a paperback.
If that doesn't work, refer back to your motherboard manual. Usually there is a troubleshooting section toward the end of it.
