Dedicated software to block using of specific apps in windows 7 not being an administrator

Hi everyone, I need an help for a question.

I'm not admin in my laptop (so I can't use gpedit.msc or applocker), but I need a software (free or to pay) to deny access to some apps and some webpages as well.

Please help me. Thanks

The web pages (better said whole web sites) can be blocked via editing the etc\hosts file, but w/o admin rights, you can't even save the edits ... sigh

If you have access to windows system folders and hosts file, then you can make changes.

Except the file permissions will stop all changes :sigh:
