Dell E521 GFX card update

I just purchased the XFX 8600 GT that many have said fits and works in the Dell E521 (numerous help threads allover google).

The problem I'm having is that, despite uninstalling drivers and everything, I throw the 8600 into the computer and start the computer up.

This is where it gets hairy.

The cards fan spins fast 4 times, and then slows down to a normal speed. During this whole time, nothing is displayed on the computer (no bios/windows xp loading screen/nothing) and I can't tell if it is even detected.

I've tried all the dvi ports too, nothing.

There's question in which the 305 w power supply can handle it and many have said so.
Is the card faulty?

The card I take out it the 7300 LE. There's no onboard graphics either.
 
Either the graphics card is defective or the power supply can't handle it after all. It's not easy to say at this point. If it was me, I would try the new card in another system or try a better power supply in your current system. Of course, I don't know if you have access to alternatives but I don't know how you can be sure otherwise.
