DirectX Problem When Trying To Launch CS:S

Alright, I have Windows Vista Home Premium 32 Bit, and of course, with the service pack I have DirectX 10, when I try and launch CounterStrike Source It says I need the latest version of DirectX, So I follow the link and try to install it but it can't because the equivalent is already downloaded, which is 10. I dont know what to do I have re-installed counterstrike, checked for updates, did my windows updates, checked video card drivers, everything. Im sure it is a simple fix I just need some help. My video card is a Radeon 1150 if that helps. Which in part might not be strong enough to run Dx10. Thanks.
 
That integrated card only supports DirectX 9 but that said, it could still run CS: S. It would just be using DX9. You said, ..."checked video card drivers..." What does checked mean? Did you install the latest graphics drivers?
