Disk read error press ctrl+alt+del to restart

when I start my Dell laptop Inspiron 1720, I get an error "Disk read error, press ctrl+alt+del to restart".
I tried formatting the harddisk using Windows 7 installation disk but am unable to do it.
Kindly reply as soon as possible.

Sounds like you have a dead Hard Drive, you'll need to replace it.
