Editing Raspbian files using Windows 8.1

I'm using Joseph Ernest's SamplerBox for piano practise (I'm in a space-limited dorm situation) and I want to edit the files on my Raspberry Pi's SD card to tweak the behaviour of SamplerBox. I don't have a keyboard, mouse or monitor for it. I only have my Windows 8.1 x64 laptop. Reading and writing files on the SD card requires (1) installing an ext3 driver for Windows, and (2) getting Windows to mount the 2nd partition on the SD card. Are these things possible?
