I understand your perspective, however that is not enough to invoke the Emergencies Act. Interestingly, Canada's government website description of the law was just updated to specifically describe blockades, however that is not in the actual law. In order to invoke the Emergencies Act, individual provinces and existing laws must be exhausted and prove incapable of resolving the situation. We know this wasn't the case because both Alberta and Ontario cleared borders on their own. We also know multiple provincial Premiers told Trudeau not to invoke the Emergencies Act.
