It plugs into the desktop via USB & has 7 USB slots, AC powered but I noticed when I shut down my desktop, my iphone that is plugged into it, quits recharging, why?

Its a Belkin if that matters. Its a few years old, too. Looking at the bottom of it , it says Hi Speed USB 2.0.7-port hub Model# FSU307"EDIT" Don't show on their website
