It's part of the GUI for Windows 7 and Vista, in which case appears to be crashing. This is probably due to a corrupt graphics driver or system file--or malware as previously stated. How long has this been happening and have you installed new software or drivers recently? Also, which version of Windows 7/Vista are you using?

First step would be to reinstall the graphics drivers and then restart the computer.
