Hopefully this left out information may be helpful hadn't thought about it much but Chrome will open if I right click on the icon and go to open => it then will open as normal.

I don't see anything malicious on your computer.
Try to delete existing Desktop shortcut for Chrome and create new one.

After extensive reading up and studying my own OS configuration, I'm lead to believe this has to do with administration permission not being permitted for the chrome shortcut to work properly.
After creating a new user name it still gave me the same issue.
What is strange to me is that when you go to the properties of the chrome program and click on the exe file it then will open fine.

Even when taking the exe file and dragging it to the desktop it works early on then quits working all together.

All other browsers work as expected . End of the day I decided to cut my loss and reinstall Windows 8.1

Not a serious issue as all of my data was restorable.
