No, it did not. I bought it on launch day. Steam was optional and the game ran fine without it. Either you weren't there, or you're attempting to lie, badly.
You're wrong. Half-Life 2 has always required a Steam account to play, even the CD version.

Half-Life 2 launched with Steam and required it, maybe you are thinking of the original Half-Life.
I also have HL2 on DVD's . countrerstrike source came with for free and was a download that came with.
set it to offline mode after install. so yes you needed to install steam. you dont need to be online after. its also possible steam(valve) changed policies along the way

No, I'm not. I still have the same copy I bought at GameStop. It does NOT require steam or the internet to install or run.
It says it requires an internet connection right on the retail box and Steam is installed when you install the game. A steam account is required to verify the key and tie the game to your account. You are misremembering (it was 20 years ago after all).
