Help with oblivion error message

Hi all, I am new to computers, have just bought an intel pentium dual-core E2180, 2.0GHz, 800FSB, ibm cache, gigabyte mainboard GA-G31M-S2L, 2GB kingston DDR2 ram, 160GB hard disk drive with ms vista home basic. I am an old fan of morrowind on xbox, so went out and bought oblivian for PC. When I installed it, the error message that came up was that d3dx9_27.dll was missing from windows and could not start. Could anyone please tell me what this means, as i said new to computers, near illiterate actually. And if it means i need a new graphics card, which i undrstand is very possible, then what should i be looking at for my system. Would really appreciate the help. Thanks.

You need to install DirectX 9.0c. Most games come with it but if you need it, do a seach, download it and install it.
