High CPU usage

i just got this laptop and it gets high cpu usage no matter what i do. if i start up a program or open a browser is jumps from 19% to anywhere to 50 or 90% then hit 100% then droop down back down to the 10 to 20% rang. im using a AMD Athlon TF-20 prosseser running Vista.

The CPU usage will always jump up when you start a new program or process but this does sound excessive. Can you see in task manager if there is anything contributing to this.

You could try running selective start up to isolate any other program that is causing the problem.
