How to limit someone's bandwidth on my Router? (Netgear)

Simply put, my uncle using the internet and I want to limit the bandwidth he can use, he basically downloads all the time and it means I get either really high latency (when I play games) or I have to wait with buffering (while watching streams/youtube videos etc).

I'm only really looking to limit his speed so that I don't have any of these problems anymore.

Using the router; "Wireless-N 150 ADSL2+ Modern Router model; DGN1000".
 
Lookup the manual for that router and find the QoS information.

You can then set the QoS to downgrade streaming video and leave everything else alone. It WILL impact all streaming video however.
 
That router can't find emulator for it so you need to see if you have anything the reads in the router Web Management for Access Control. You can then limit the amount of bandwidth that PC he uses. Thus not harming your network throughput.

What is he downloading so much of? Another thing you can do it on PC but that PC would need to be running Pro/Ultimate version of Windows. Can't do it on Home Premium.
