Internet question

I won't mention the ISP but one line enters the bldg & about 10 plus devices, laptops, iphones & such are connected via wifi. Several times this morning my desktop was offline but my iphones & laptops were still online. How? Why? Thanks in advance

The above may never be answered, but what does the internet have to do with NON smart tv's? I turned my tv on the other day & it said something about no internet connection. The ISP said tv's use internet . My tv is about 20 years old, NOT a Smart tv..
