iPad doesn't charge

I tried charging my iPad and it won't work. I tried the charger on my mom's iPad and it works fine. I restarted my iPad and it charged, but the percent never went up. Please help asap!

iPad1 or iPad2 or ??? Did you try pliugging it directly to a wall outlet?

I forgot to mention this. Let me give a better explanation.
I got my iPad for Christmas in December 2015, but started to use it and set it up in February 2016. It's an iPad mini. It always charged but somewhere in March it never charged unless I didnt use it. For example, my iPad charges fine if I am not using it and it is locked, but when I do use it, the percentage goes down. Now, I usually charge my iPad when I'm out of the house and while I'm sleeping, but I would really like to use it WHILE it's charging.
To answer your questions:

A: It's 1 year old

Q: What is the generation of the iPad?
A: I guess it's the 4th, since it came out in Late 2015.

Q: Did you try plugging it in a wall outlet?
A: Yep.

It does sound like there may be a problem with the battery though.
