Is the problem my PSU?

OK so yeah let me just start off by giving the computer specs

Proccesor : AMD Athlon II X4 620 proccessor 2.60 ghz

Ram : 6gb

Graphics card :xfx Raedon 6770 HD

So yeah i was just wondering because those specs look like i can run a game pretty well and all the games such as left 4 dead when something is happening that like there alot of people in my screen or something like that it makes me lag other then that the fps is fine . Also its pretty much loud all the time like my psu.

Also my graphics card needs 500watt and my psu has 500watt exactly so is that the problem?

What is the brand and model PSU, What are the specs (amps on each rail)? This info should be on the label. Not all "500w" PSUs are actually capible of outputting their rated power.
