Issue with sleeping and restarting my PC

I have an issue with my PC, I can't wake it from sleep nor get it to restart I have to hold press the power button for it to shut down then press it again to start.

When I put it to sleep no matter how many times I type on my keyboard or move mouse it never wakes up. When I restart my PC it never actually do, my monitors go to sleep and it never boot up again.

I contacted Microsoft thinking it was a windows 10 issue but they couldn't help me with anything.

I honestly think its an issue with my motherboard maybe something to do with bios but I have 0 knowledge when it comes to it. (the LED lights in the motherboard like the temperature, power and reset button doesn't light up when I have my computer running)

Intel - Core i7-6700K
ASRock Z170 Extreme6
EVGA GeForce GTX 1080 SC GAMING
Windows 10
EVGA 750 Watt
