Laptop usage constantly jumping around when idle CPU

My laptop usage is constantly jumping around when idle and cant even play music or movies when I have any other program open because it sounds horrible very choppy and makes this like screeching sound and I cant take it off of the high performance setting because it slows down so much that it almost freezes here are some shots of the processes when it was actually almost running decent I use spybot search and destroy and Regcure and avast
