Limiting broadband usage for some users in my machine.

My ISP(BSNL) allow me to use 2.5 GB/month for a fixed charge on day time and unlimited free usage between (2AM-8AM), after that it starts billing for each extra MB I use. My system is used by 3 users , and therefore, the internet usage normally goes above 2.5 GB. It is an ADSL Broadband 256kbps/2mbps connection. So I want to limit the down loadable data for each user at day time alone(excluding night 2AM-8AM). Is there any software available to do this job? If available please let me know the good one.

Wouldn't be better if you just asked your ISP to funnel back or choke off the speed during the peak times so that you could set up the computer to download during the Off peak time instead of the On-peak times.
Sorry I don't have any other information regarding programs that could restrict user profiles within Windows platform at least with the restricting it would not affect the Email system.
