Linux Shortcuts does not work

Good Day Everyone. I trust you all are doing well.

I did ask this on Linux Mint forum with no answers. We had a massive power outage 2 weeks ago.
It took my ssd install with it and I had to replace a cap on my mobo which thankfully works as this is my work pc.
I reinstalled Linux Mint with no hiccups and got everything setup. Only problem with the reinstall is that none of
my shortcuts works. Even alt+ctrl+T does not open terminal. I disabled alt for everything as I have like an hour a night for gaming
and require alt+ left click which also does not work. I changed all the shortcuts to different shortcuts and only thing that works is the short cut I changed to Ctrl+V
to resize the monitor. Other than that nothing works. I did reset the shortcuts via layout and in terminal with the same results.
I even changed the keyboard layout from US English as I use to run windows with to English South Africa (this works for laptop shortcuts)
with same results. Any help would be appreciated

Power surge/spike when power is restored is common across the world, depending if your computer was connected to the mains and switched on at the time, various components could be damaged, the more common are PSW,CPU,RAM,SCREEN,BIOS/EUFI, the only way to be confident that any faults are found and if possible fixed, is to take it to a competent repairer, as at the moment you are only noticing keypad errors start with
