Lower FPS than I should have

Im trying to play the game The Witcher 3: Wild Hunt. I checked the system requirements and I should atleast be able to play 60fps with lowest graphics.
Right now if I put lowest graphics I get 25-35 fps. I play on a laptop.

I7-4700MQ CPU @2.4ghz 2.4ghz

gtx 770M

16gb ram

My temps are usually around 50Celsius.

Did you try to use a power cable instead of a battery ?
when your laptop use battery as power source it does not use all of it's capability because of power saving .
Remove the battery and connect the power cable to laptop (be sure that u doing it correctly because it might hurt your laptop if done wrongly -maybe only-
notice that in some laptops u don't need to remove battery and u can change the power source using a button etc u can google it )
