Always the law against the citizen when it should be upgrading our lives. Let the man search his disk goddamn it, he is willing to cover any expense needed to do it the proper way the society needs it to not be disturbed or damaged in the process, what else would we need?

This guy needs to take a course on Mindfulness, and just learn to accept and let go. Living in the past is a
terrible place to be, and in the end the HDD w/ bitcoins on it only exists in his head, not the landfill.

If the wallet with all those bitcoin existed in his head I'm pretty sure he would be ecstatic and he wouldn't need to search the landfill.
Id also like to add to the comments of even if he finds it more than likely the hard drive will be damaged or dead from being in god knows how many elements and chemicals and what not, in all honesty, with his profession he will only require that the memory chip set is intact, he'll be able to remove it out of a damaged or dead hard drive and and place it into a known good working hard drive case and recover his fortune. Hell depending on what bit the chip set is he might even be able to open the files from an original Atari.
Regardless, there is a man out there following his heart to his dreams, we should be hoping and /or praying for the recovery of that hard drive cause you never know he could very well succeed becoming an instant million maybe billionaire that gifts each supporter a million
