My Toshiba 500 GB external HDD not recognised in disk mgm

Hello,
kindly help me.The above named device is not seen by my computer desktop.
when I go to disk management,its giving me a message that `the request could not be performed because of
an I/O device error` How do I deal with is situation?

Try another cord without any cuts or dents in it to see if it will be picked up.
Check your device manager in windows to make sure it is being detected correctly.
