The decision to reject the SpaceX proposal was made in July. If the proposal wasn't rejected, the astronauts could have been realistically returned in late September / early October, That's weeks before the election. A small delay would have moved the date to days before the election.
They made the decision to bring back the astronauts on SpaceX's Dragon in August, lol. That's not a few weeks before the election. That's months.

Of course they were stranded. The mission was planned for 8 days but lasted 9 months. It was perfectly possible to return the astronauts half an year earlier, but it didn't happen. That's a textbook definition of stranded.
