Communism or Socialism, call it what you will, has no bearing on the government practiced in the Soviet Union_ full stop.
Now, if you had read the Communist Manifesto, (which BTW I have), it basically expounds on, "power to the people", and, "one for all and all for one", except the business ruling class, ("the
bourgeoisie) who were to be disposed of. (along with many classes above them. In short, anybody that wasn't dirt poor, "the proletariat", had to go.
If you take into account that the Soviets were governed by a murderous dictator, Josef Stalin, you can't say that Socialism or Communism was ever truly practiced in "Mother Russia"
Given that Socialist values include universal healthcare, which both Canada and Norway, among many others practice, you can't say their governments are "Communist". You can categorize them as "Social Democracies", and they do practice some of the values espoused by pure Socialism.

If Sanders did honeymoon in Russia, it was probably around the time of "Glasnost". when a reasonable man, Mikel Gorbachev, was running the show. Under his watch, the Berlin Wall came down, Germany was reunified, and we got along pretty well with the "Ruskies".
