No display

Hello just want to ask for your help when i turn on my computer it dont have any display on my monitor and my keyboard and mouse is also not working but the power light is on and i dont hear also the hard disk that is usually spinning when i turn on my pc just ask is it the mobo? i have tried to swap another video card but it still the same problem

Just in case:

Pull out the power cord
Hold the on button in for 30 secs
put the power cord back in
Turn on (optimistically speaking)

residual power inside your motherboard is not allowing the computer to start up (because those transistors, already are in the startup state -open)
Which is not allowing your computer to startup normally

Remove the internal voltage, and it will work

(as long as this is the issue ofcourse)

So when can you try it?
