No network connection

I am having some issues with a Compaq pc connecting to the internet, I am not getting an ip address. I connected the same cable to a laptop to the router and internet worked fine, thinking it was a faulty ethernet adapter I replaced it but still the same problem.
Device manager reveals no problems with the hardware but if I try ipconfig/release I get the message "The operation failed as no adapter is in the state permissible for this operation"
I have reset tcp/ip network stack and reset the winsock catalog, I have ran several anti malware programs and removed several items but still no resolution.
If I go into network adapter settings and select network connection details the box is empty, no ip address's.
The system is running win 7 ultimate.
Has anyone any further ideas?

Resolved, computer had zone alarm on it in the past and there must have been some left on the system after initial deletion because after running removal tool the problem with the internet was sorted immediatlely.
