Why would anybody spend that kind of money to play CS2 I built a computer for my nephew to play CS21 it uses an RX 480 and he does just fine at 1080p.

About 80% of users are gaming on x50 or x60 class cards. That's more a vast majority of the market than a subset imo.

Because those cards have been 8GB cards for the past 2 generations now?

EDIT: I forgot about the 3060 12GB but even excluding that, around 70% of the market are running 8GB (or less!).

because games that ran fine on 8GB GPUS will continue to run fine on 8GB GPUs. That, and most new games are crap
