PC doesn't boot off cold boot

Hello all,
I've been having problems with my pc recently where it maybe 50% of the time doesn't boot off a cold boot. All fans turn on, power light stays lit up, but no output to mouse and keyboard and no video output. Upon closer examination the led light marked CPU on the motherboard is lit up red. I know that there are no problems with the cpu's pins but have adjusted the heat sink a few times. Would a heat sink not being tight enough cause this or is it a different problem? Thanks for any help provided.

PSU: Corsair tx550m
Card: Rx 570 4gb
Motherboard: MSI B450 Tomohawk max
CPU: Ryzen 5 2600
Ram: 2x Corsair 8gb 3000mhz sticks
 
Hi, Will35. Is this the same computer as the one in your previous post (https://www.techspot.com/community/topics/pc-stops-output-randomly.261943/#post-1810826)?

Loose heatsink would cause other problems from excess heat buildup - not usually an issue on a cold boot.

The only things I might add are: [1] download memtest86 and run it on 'continuous' overnight (7-8 hours) to see if there is a hidden RAM issue, and [2] borrow or buy a second PSU and see if that cures the issue, and [3] download motherboard manual from maker's website and read it - sometimes there are quirks which impact use [ https://www.msi.com/Motherboard/support/B450-TOMAHAWK-MAX#down-manual ].

My previous advice still holds:
Keep careful notes and make a few slight changes to see if the cause becomes apparent:
- Change USB port connections for mouse/keyboard
- Try different mouse/keyboard
- Monitor all fans on start
- Check reliability history after each malfunction
- Check device manager for any errors - especially USB
- Uninstall and remove USB devices and Root Hubs, then reboot for system to update and reinstall what it discovers
