PC games all have lipsync audio out of sync

I have a seemingly small issue but it is driving me insane. Lip-syncing in games is always just a bit off, though sometimes it seems worse than others. I have tried changing just about every graphic setting, but it does not seem to matter.

Games that I have tried that are experiencing the same issue: Assassin's Creed Origins, GTA V, Far Cry 5.

I tried disabling turbo boost in my settings but it did not seem to have an effect. Any ideas would be helpful!

I might be wrong but look at your current video codecs, audio voices along with video would play a bigger factor for accurate syncing.
Find KLite codec pack mega current edition and try that, ffdshow does a great job at syncing.
However if your hard drives ssd drives is fragmented and sluggish as hell that would be a big issue to desync audio in game play.
Make sure you don't have background apps or big apps working while gaming.
