PC not booting, Strange behavior, Old PC

I have a computer here that will not boot up. When plugging the power supply in, It proceeds to cycle turning the CPU and Power supply fans on and off every few seconds, as well as give me an orange light on the power button. The computer has a bestec tfx0250d5w power supply, and a G33M02 motherboard.

I can't say for curtain what the problem is, but it could be a worn down and old power supply. If you can find the manual to that computer, find out what it says the orange light means.
