Pixma printer problem

Hi. I expect the following means I will have to get a new printer, but I would like it if I didn't need to fork out for one right now, so would appreciate any help.

The printer is a Canon Pixma 3500 series. This problem has happened before and it eventually reset, but we had a storm 48 hours a go with a power outage and it's not resetting.

When I try to print, my computer says the machine is turned off although the printer light is On.

What is weird is that the light for Photo paper comes on the moment that the printer is connected to electricity, even when the printer button is Off. I have unplugged and replugged the machine several times, sometimes with many hours between but this still happens. Everything here has been rebooted since the outage. After turning the On button on the printer, it will not turn off unless I unplug the whole machine. None of the other buttons on the printer are currently doing anything, including the network one.

Any ideas?
