Solved Possible Adware/Malware, No Longer Able to Run Google Chrome

I ran every step, and while Firefox and Internet Explorer appear to have returned to normal, Google Chrome still does not load. Chrome opens but nothing loads inside the browser window, and any tabs are listed as "Untitled". This happens if attempting to open any websites or any of Chrome's settings.
 
Reinstall Chrome...
  • Close all Chrome windows and tabs.
  • Go to the Start menu > Control Panel. (Windows 8 users: Learn how to access the Control Panel)
  • Click Programs and Features.
  • Double-click Google Chrome.
  • Click Uninstall from the confirmation dialog. Delete your user profile information, like your browser preferences, bookmarks, and history, by selecting the "Also delete your browsing data" checkbox.
Install fresh copy.
 
Uninstalling and reinstalling did not appear to fix the issue. Upon loading Chrome, two bubbles appeared claiming the settings app and another app had crashed. Closing and reopening the browser did not cause these messages to appear again, but the same problem persists where no webpages or settings can be opened.

Yes. I did check that box on the uninstall menu. I uninstalled and reinstalled again just to make sure and the same issue occurred. I've included a screenshot of what Chrome does the first time upon loading after a new install.

Yes. Chrome will not load any sites, and none of the settings such as chrome://history/ or chrome://settings/ appear either. The window remains blank.
