Problem opening files on Windows 7

This is a fairly new problem on a Toshiba laptop with windows7. When trying to open files from the desktop or from drop box I get the following error message. I am using Open Office.

The error message: "The requested operation requires elevation" then the file, of course, doesn't open. The user account is as administrator. How to fix?
 
If only office files are not opening,
  1. First you should try to repair or reinstall OpenOffice.
  2. If that couldn't fix, you could open the file using other office suites like LibreOffice. If you don't like to install it, you can download and use portable versions from here.
  3. If that too fails, I'm sure that there is a problem with file format association or a botched windows update or a malware issue.
