Problem with start up

Hi hope this is ok to post here. Been having this problem when starting up my pc and have no idea how to fix it any help would be appreciated

Think its 3 year old its a acer aspire x1920 windows 7

If you press F1 to continue will the PC boot into windows normally?

Yeah everything runs normal. but has been like this for a while and cant seem to find anything on google about removing this or what it is.

Is the CPU cooling fan running normally?

Yeah as far as I am aware. I cleaned the inside of my pc the other day.
