Random single frame lag spikes

So, ive had my pc for a long time. And ive always had the same problem - I get random lag spikes (if that's what you would call it). Basically, every once in awhile, maybe every ten seconds, the game I am playing will freeze for 1-5 frames (I think thats how long). It is realllly annoying. It happens whether or not I am at high or low graphics settings.

-I am running at 144hz
-I have a GTX 1060 3GB GPU.
-CPU is AMD Ryzen 7 1700 Eight-Core processor

This is a 'wild guess'. Please compare detailed specifications of monitor and of video card and your respective settings. My guess is that you have a monitor set for 'freesync' (AMD) and iNvidia card which supports G-Sync.

More specific detail would help if the wild guess didn't work.
