IS 32GB of DDR4 3200 necessary for a mild gaming setup or can I get by with 16GB. I'm building around a Ryzen 5 3600 on a Gigabyte B550 MB

16 GB is absolutely fine - I used to have 32 in my main system until 1 DIMM failed, and the motherboard wasn't happy using 3 DIMMs. So I dropped to 16 GB and saw no major difference in performance (only a very minor drop in fps).

Thank you. That is pretty much the consensus so I think I'll take the money saved on RAM and invest it into a "better" GPU

A better GPU will always make the most difference in gaming, so you're making a very wise choice.
