Reformatting Netbook

I would like to reformat my friends netbook. But the problem is it has no optical drives. Can i reformat it with an external cd/dvd rom?

As long as the notebook will boot from the external CD/DVD drive, you can reformat using a OS install disc

It should boot from the external drive if it is setup properly. When you boot, there are settings you can use to change the boot order.
If not, tell us more.

How can i set it up? Is there any special thing to make the external drive bootable? Thank you so much guys.
