Sony PSP Error 80020148

I can't start any of the games in my PSP.I dont know much about the technical aspect of a PSP, but my PSP was lying dormant for almost 6 months and before that I had no problems with it whatsoever.
I'm getting the error 80020148 with the message 'The game could not be started'.

My PSP's software version is 4.01 M33-2.
I haven't ever updated the firmware or software of this one.Nor do I have a USB cable.
If anyone knows how to fix this problem,please post a reply.
I have searched all over google and found no joy

pulled from a psp modding source:

TO FIX THE PROBLEM FOLLOW THESE STEPS:

1. Goto Recovery Menu (turn off then hold R and turn on)
2. Configuration -> Use NO-UMD (Disable it)
3. Go all the way back to main menu
4. Advanced -> Advanced Configuration -> (Disable all of them)

Tell me if this helped................... if not then tell me what the error is and the ######## <- VERY IMPORTANT

I tried this.But it doesn't help.
Error is the same.
"The game could not be started. (80020148)"
