Still have a problem with pop-ups on webpages

I still have a problem after goin through the entire "Updated 8 - Virus/Spyware/Malware preliminary removal instructions.

When webpages are accessed, some of the words are double-underlined, and when I go to that word (no click is necessary), a pop-up appears.

Some web pages have that annoying "feature". Nothing dangerous.

Yes, but it was happening in every web page. Not sure if it still happens. Surprisingly, after I did the malware/virus retrieval the hyperlinks in my Outlook started to open instead of getting that annoying talk to your administrator message.

That's what I thought as well -- cookies, no big deal. It's very strange. They completely bypass the pop-up blocker.
 
This type of advertisement is called intellitxt.
If you use Firefox, AdblockPlus add-on will block them. You'll still see very same text, but it won't be double underlined and so called fly-outs won't bother you.
